Assuming that the record that has been disclosed is the only report relating to the incident, additional requests made pursuant to the Freedom of Information Law would be of no value.  In short, that law pertains to existing records and does not require an agency to create a record in response to a request.  Even though the one record dealing with the incident may be erroneous or incomplete, the Freedom of Information Law would not serve to require an agency to correct a record or prepare a new record.
