The City of Rochester Local Waterfront Revitalization Program is a locally prepared comprehensive land and water use plan for the City's natural, public, and developed waterfront resources along the Genesee River and Lake Ontario.
The City of Rochester LWRP refines and supplements the State's Coastal Management Program and provides a comprehensive framework within which critical waterfront issues can be addressed, and planned waterfront improvement projects can be pursued and implemented. The City's LWRP was originally approved in 1990, and subsequently amended in 2011 to include a narrative and conceptual development plan for the Port of Rochester site. The approval history of City of Rochester LWRP was published in a final public notice.

The 1990 City of Rochester LWRP provides a historic perspective on the evolution of the waterfront revitalization efforts.
The City of Rochester is currently working on a major amendment to its LWRP and undertaking public investments in shoreline areas that attract private investment, stimulate economic growth, and substantially increase public recreation and access opportunities. The marina development project at the Port of Rochester, currently underway, will enhance the recreational nature of the Port and create new residential and business opportunities.
