The City of Lackawanna Local Waterfront Revitalization Program is a locally prepared comprehensive land and water use plan for the City's natural, public, and developed waterfront resources along the Smoke Creek and Lake Erie.
The City of Lackawanna LWRP refines and supplements the State's Coastal Management Program and provides a comprehensive framework within which critical waterfront issues can be addressed and planned waterfront improvement projects can be pursued and implemented. The City of Lackawanna recently completed a revitalization strategy for a large area located within its First Ward and bordered by Lake Erie on the west and a rail corridor to the east, and including the former Bethlehem Steel industrial tract and other underutilized sites. With assistance from the Brownfield Opportunity Areas (BOA) Program, the City will pursue targeted pre-development work in five key revitalization areas and focus its revitalization efforts on utilizing existing infrastructure, capitalizing on natural resources and close proximity to lakefront attractions, and complimenting the City’s historic and tourist assets to attract new businesses and encourage economic growth.
