The City of Binghamton Local Waterfront Revitalization Program (LWRP) is a locally prepared comprehensive land and water use plan for the City's natural, public, and developed waterfront resources along the Susquehanna and Chenango Rivers.
The City of Binghamton LWRP provides a comprehensive framework within which critical waterfront issues can be addressed, and planned waterfront improvement projects can be pursued and implemented. The Binghamton LWRP was adopted by the City Council on November 21, 2005 and approved by the New York State Secretary of State on December 23, 2005.

The City of Binghamton is actively implementing its Local Waterfront Revitalization Program, and a major focus has involved development of the Chenango River Promenade, a public trail and public venue, which the City has been constructing in phases. The promenade serves to bring people to the downtown, and has had a very positive impact on the City’s downtown revitalization. Also, building on recent waterfront improvements, the City of Binghamton is developing revitalization strategies for two Chenango River waterfront neighborhoods impacted by disinvestment: the First Ward neighborhood and the North Chenango River corridor. Strategic objectives include the creation of sustainable and vibrant mixed-use neighborhoods, as well as improved connectivity to the Chenango River.
